Short-Term Delegate for Community Based Health (CBH) & Disaster Risk Management (DRM) based in Morocco

In Morocco, the German Red Cross (GRC) has maintained a continuous presence since 2012, working in close partnership with the Moroccan Red Crescent Society (MRCS). Over the years, this collaboration has focused on strengthening community-based Health (CBH), Disaster Risk Management (DRM) and Humanitarian Anticipation. After the 2023 earthquake, the GRC supported the MRCS in multiple sectors of the response, building on its existing portfolio and trusted relationship with national counterparts. Today, while GRC is finalizing the closure of projects directly linked to the earthquake response, it continues to accompany MRCS through a range of programs aimed at reinforcing the National Society’s capacities and supporting its long-term development.

The GRC is seeking a Short-Term Delegate for Community Based Health (CBH) & Disaster Risk Management (DRM) based in Morocco.

The delegate will work in close collaboration with MRCS national coordinators, Movement partners and the GRC teams in Rabat, at the Headquarters in Berlin, and the Regional Office in Beirut. This is a transversal role that supports all daily activities of the German Red Cross Delegation in Morocco, contributing to ongoing operations, the development of new project proposals, and the overall strengthening of MRCS. It ensures effective coordination, implementation, and monitoring across the full spectrum of programs and initiatives

Main duties & responsibilities:

Community Based Health (CBH) and Disaster Risk Management (DRM) activities directly related to the 2023 earthquake (EQ 2023) response:

  • Participate actively in all relevant coordination meetings (health, community health, DRM working group, IFRC coordination meeting, GRC internal, and MRCS meetings when necessary)
  • Conduct regular field missions to monitor progress of activities, identify gaps, and reorganize interventions based on needs identified on the ground
  • Continue delivering trainings and Training of Trainers (ToT) for branches engaged in the EQ 2023 response and beyond
  • Ensure the effective and efficient management of activities and related budget, maintaining accountability and compliance with GRC standards
  • Ensure responsible budget management, using resources effectively and efficiently in line with GRC regulations
  • Coordinate with MRCS support functions (HR, Admin, Log/Procurement) to guarantee adequate staffing, training, financial reporting, and procurement aligned with operational needs and GRC rules
  • Manage all aspects of the implementation of eVCA projects in close collaboration with local counterparts (DRM)****

Cross cutting Responsibilities

  • Work closely with the Operations Coordinator and Head of Delegation on the development of new project proposals and the implementation of additional initiatives supporting the national society development
  • Uphold GRC standards of accountability, transparency, and efficiency in all activities

Required Competencies & Skills:

  • University degree in Disaster Risk Management, International Development, Public Health, or related field.
  • Minimum 3 years of professional experience in humanitarian or development contexts, preferably with Red Cross/Red Crescent or similar organizations
  • Proven project management skills, with the ability to plan, implement, monitor, and adapt complex programs
  • Proactive, results oriented approach, capable of working under pressure and delivering high quality outputs on time
  • Strong ability to manage relationships with diverse stakeholders, particularly with the Moroccan Red Crescent Society (MRCS), ensuring effective collaboration and communication; Red Cross Movement experience is a strong asset
  • High level of service orientation and practical, hands-on mentality
  • Experience in budget management and compliance with donor and organizational regulations
  • Excellent IT skills, particularly proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook)
  • Strong analytical and organizational skills and ability to manage multiple priorities under pressure
  • Ability to work independently while maintaining close collaboration and transparent communication with team members and partners
  • High level of cultural sensitivity and adaptability to diverse contexts
  • Excellent command of English and French is required; Knowledge of Arabic is an asset
  • Ability and agreement to adhere to the Red Cross Red Crescent Fundamental Principles;
  • Ability to complete a thorough medical screening process 'working abroad under specific climate and health conditions';
  • Valid International Driving Permit (IDP).

What we offer you:

You will be part of a highly motivated professional and multicultural team. We offer you a compensation package according to the collective employment agreement of the GRC, an expatriation allowance during your mission as well as the accommodation. In addition to a full insurance package the GRC covers a home flight within a 12-months period of assignment. You will benefit from a comprehensive training package and receive briefings and coaching prior as well as during and after your mission. Medical check-ups and Psychosocial Support Service are included in your assignment.
